LTA Issues New Regulations For Uber and GrabCar Drivers – License Now Required!

]It’s been much discussed and long awaited, but finally the LTA has issued new rules today that will govern private hire car drivers and vehicles such as those under Uber and GrabCar. The new regulations will take effect by the first half of 2017. Here’s a quick summary of some of the new rules

Uber and Grabcar Drivers will now need to obtain a special license

The Private Hire Car Driver’s Vocational License (PDVL) will be required for all drivers who wish to provide chauffeured services. Drivers will now need to undergo a medical examination on top of a background screening – a practice already in place with Uber – and held their class 3/3A license for at least 2 years before applying for a PDVL.

After meeting this criteria, drivers will be required to attend a PDVL course that is approximately 10 hours long and pass required tests, a refresher will be performed once every 6 years. There are some exemptions for the refresher course though, PDVL holders who have no demerit points and have been active will be exempted from the refresher course as well as those under a company where the training program meets LTA requirements.

Taxi Drivers only need to go through a 2 hour briefing to obtain the PDVL license

Uber and Grabcar Drivers will share the same demerit points system as Taxi Drivers

Although not largely elaborated on. LTA has announced that all PDVL holders will be subject to the same demerit point system as Taxi Drivers called the Vocational License Points System. This will largely place Uber and Grabcar Drivers in the same league as Taxi Drivers.

Uber and Grabcar Vehicles will now need to display a tamper-proof decal

This system will ensure that cars used in these services are authorized by LTA to do so and assure commuters of the same point. Discouraging the solicitation of private cars in picking up private passengers.
